Lifeline-Link-Up Low income telephone customers may qualify for reductions in their phone charges under programs implemented January 1, 1998. Lifeline and Link-Up services are available to customers if they receive benefits from W2, Medical Assistance, Supplemental Income, Food Stamps, Low-Income Household Energy Assistance Plan (LIHEAP), Wisconsin Homestead Tax Credit and Badger Care. For eligible customers, Link-Up credits of up to $35.00 are available on the charges for the installation of new service, moving a service from one location to another, or reconnection of existing service. Lifeline service provides eligible residential customers with reduced monthly local phone charges. Applicants for these reduced charges must provide the Telephone Company with written permission to verify their eligibility for the programs.
